I am trying to create a 310 by 90 pixel jpeg image. How do I accomplish this task?

The image I have for my logo has to be exactly 310 by 90. How do I change the pixel ratio and in what program?I am trying to create a 310 by 90 pixel jpeg image. How do I accomplish this task?
You can with Microsoft Paint. Just open up paint, click Image (on the toolbar) --%26gt; Attributes --%26gt; then in the dialogue box choose ';pixels';. then type 310 by 90 and ok. Paste your image in there and save as .jpg

Hope this helps.I am trying to create a 310 by 90 pixel jpeg image. How do I accomplish this task?
you can use adobe photoshop.

open your file there, and then change the Image Size to fit the 310x90 pixel requirement. if the original logo file is not in that exact proportion, then you just have to adjust the Canvass Size after you resize the image.
