How do i change a picture's pixel size? from 428x239 to 760x40 pixels?

If you haven't already got it download Gimp its free.

It can resize your photo's and a lot more.

I have added a link to their site which will take you through step by step how to use the software to resize (have to scroll down a little as it explains cropping first.)

If you already have a package this guide will still set you on the right path as most of the packages work in a similar way.

I'd use PixResizer,(for free!)
While the resizing sounds as though it will distort

your image, if you have a software which allows you

to crop or resize by pixels, go that route.

Some offer the option of changing from pixels to inches

and a few others. Look for a drop box next to the sizing

options.
