You have to change it within the camera. Some camera, such as Sony DSC-H1 or Canon Eos have resize feature, and the quality is good. (hope its ok to advertise something in here).
What you are asking for is how to interpolate an image to a larger size. Like the previous post mentioned, Photoshop handles the job of interpolation the best, but like it was also mentioned if you are going to make such a radical jump in size, you are going to lose a lot of image quality and detail. Below is a link giving you a better idea of what interpolation is and what to do as far as upsampling is concerned
Alien Skin makes a Photoshop plugin called ';Blow Up'; that is ideal for doing this task. However, if you are only going to do this a few times it probably isn't worth the money. I'd try a local photo store, they might be able to upsize the image for you.
