I'm not aware of any program that changes the file size of a jpeg file. What is most likely happening is your jpegs are high resolution and therefore large in size. When you attach the file to an email, it may exceed the allowable file attachment size. I suggest a way around this is to create a new file by inserting the jpeg onto a Word page. You can resize it and then save it as a Word document, which is smaller in size than the jpeg. Then attach the Word file to you email. You can't do this if you are sending the files for reprint as photos.
you can use microsoft picture manage

Start%26gt;microsoft office%26gt;microsoft office tools%26gt;microsoft picture manager

then you go to picture on the menu bar and select crop

you can select your size

or use photofiltre
Open the image with word, this way the quality will be same and you can re-size you're image :D
